Nathan Associates Inc. (the implementing partner of the USAID-funded Transparency & Inclusive Growth Activity, hereinafter “USAID-TIGA”) is seeking proposals from qualified and experienced web design and development companies to design, develop and deploy a UI/UX-based interactive and responsive website for the Directorate of Investment and Company Administration(DICA). The website is intended to examine the existing DICA’s BO online platform https://bo.dica.gov.mm/, and take appropriate actions to  design and develop a brand new aesthetic and functional website (high-performance scalable application) which should transform the overall design architecture to ensure that it is capable of allowing all the extractive companies and state-owned enterprises in Myanmar to disclose their beneficial ownership information as requested in the framework of EITI Standard with improvised interface enhancements.

Interested Bidders are invited to submit a proposal in accordance with the key requirements outlined herein. Proposals must be received by the USAID-TIGA no later than 17:00 Yangon local time on May 18th, 2020. If the proposal is received after the deadline or if it is incomplete, it may not be accepted or considered.

The USAID-TIGA intends to award a fixed price contract for this activity with an estimated start date of May 25 , 2020. The proposals may be submitted in Myanmar Kyat and also resulting contract will be paid in Myanmar Kyats.

This solicitation in no way obligates TIGA to Nathan Associate to award a contract, nor does it commit the Nathan Associates to pay any cost incurred in the preparation and submission of a proposal in response hereto. Furthermore, the TIGA to Nathan Associate Inc. reserves the right to reject any and all offers, if such action is considered to be in the best interest of the U.S. Government.

It is the responsibility of the recipient of this solicitation document to ensure that it has been received in its entirety, including subsequent solicitation amendments, if any, and the USAID-TIGA bears no responsibility for data errors resulting from transmission or conversion processes.
