The period covered by the Annual Progress Report (APR) experienced the outcome of the change in movement in April 2016 that led to significant administrative, procedural and institutional changes in government, mergers of several key EITI-related ministries, and a delay in a MDTF World Bank grant on which MEITI activities depend.
